Lobbying for Amendments to the Animal Protection Act in Taiwan - TAIWAN SPCA Taiwan SPCA 寫於 2012年12月27日19:28 · Take action now to stop dog culling in Taiwan **Please help before 3rd January** Background Over the past 13 years, approximately 1.4 million stray dogs in Taiwan have been euthanized. The current policy of the government is to capture and euthanize all stray dogs. With only 6000 spaces available in government shelters, the number of stra y animals will never be reduced with this capture-kill policy. The government doesn’t support Trap Neuter Release (TNR) and hopes to make it illegal. Consequently, the stray population is destined to keep growing. Proposed amendments The Taiwan SPCA has proposed a series of amendments to Taiwan’s Animal Protection Act. These changes would limit the catching of strays to only those that pose a threat to humans. This would prevent the needless killing of large numbers of strays. The amendments call for controls on the breeding of cats and dogs to help reduce the number of strays. This tackles the root of the problem. Further changes would see other examples of neglect and abuse become illegal, with regulations set on minimum cage size, minimum leash length, and maximum number of hours that animals can be kept in cages. Currently, many pets are kept constantly in cages or on short leashes. Opposition to the amendments A meeting to discuss the proposed amendments was held on December 26th 2012 with the legislators of the Economic Committee, who are responsible for the Animal Protection Act. Before the discussion was able to get underway, the Director of the Council of Agriculture voiced his opposition, stating that the amendments were impossible to execute. He argued that the term 'stray animals' should not be included in the Act as he believed this would imply the government condones people abandoning animals to live on the streets. The meeting was halted due to the disagreement in the room, and has been postponed until January 7th 2013. Action needed now We are urgently asking for your support. Please send a letter or email before 3rd January to Taiwan's President and Premier of the Executive Yuan asking them to support the proposed amendments to the Animal Protection Act.
